According to the Ministerio de Obras Públicas y Transportes (MOPT), the works are delayed due to unfulfilled expropriations in the area because the owners haven't been located.

The Ministry claims that these owners are likely to be foreigners or live outside the country, which has made difficult to locate them and carry out the expropriations. For this reason, the institution has been forced to search nearby lands owned by other people.

Originally, the completion of the roadway was expected for December, 2009, but due to the delays mentioned above, the MOPT authorities estimate that the project—conceived in 1962 by the Banco Centroamericano de Integración Económica (BCIE)—will be ready in April.

The highway has two lanes in asphalt, two-lane bridges and is almost all marked. The total cost of the work is ¢19.000 million.

The asphalting of Costanera highway was assigned to two companies: Consorcio Meco-Santa Fe, which worked on the stretch from Quepos to Savegre, and Constructora Solís-Sánchez Carvajal, which is responsible for the completion of the road.
